That's not true because your mental state gives context to what you experience. Emotions follow the context your brain chooses to set up for stimuluses that you experience. That is why there is no set of reactions and feelings that are standard results of identical stimuluses. There is no capacity of outside influence on the context of the person having the emotions. The reaction is entirely set up and subsequently felt depending on the choices of the person.

Because you choose to let something like that bother you. You choose to respond to that stimulus or you can choose to let it go. You will often choose to let it bother you though because you potentially have the ability to make it stop if you say something which tends to validate your choice and makes it easier to make the same choice the next time.
Why would I chose to let something like that bother me when I just want a happy life or do t want any distractions during a test.
I think you are underestimating your power of choice, as in you think a great many choices you have are actually instinctual reactions which just isn't the case. It has a lot to do with mindset.

You should try to get some therapy then. This literally is one of the very first things therapists who try to work with people who feel emotionally out of control try to show them. Literally nothing exterior to yourself has the capacity to control how you choose to feel and react to something. All the context you give every experience is determined by you and your resultant emotions follow that context.
That is not at all what I meant. I mean like controlling how you feel about normal things like getting cut off in traffic, you have lots work you forget to do, things like that. What you interpreted is whole other can of worms
